The approach

Measure every unit, then enforce the policy on the unit.

A module goes between the supply and each air conditioner. It meters what that unit draws and switches it, so occupied hours and setpoint floors are held in hardware rather than on a wall panel anyone can override. The air conditioners are not replaced and not rewired.

Where the saving comes from
?Two separate things. One: units running when they are not meant to — after closing, weekends, empty rooms — which a schedule on the device stops outright. Two: units set too cold during your own working hours, which a setpoint floor prevents.
